Though this has seemed to be a basic tool for many, this specific tool helps me do a lot of the photo edits that I upload to my website. Some come from the basic MS Paint, but I mostly use Paint 3D for its more vast catalog of options. It generally makes things much simpler when working with editing to make all assets looks at least somewhat professional.
The tools it has include a variety of different things akin to something like say Photoshop, but it is basically a diet Photoshop because it is lacking a lot of the special tools, but it has brushes, paint buckets, magnifiers, pencils, Copypasta, blurring, smearing, etc. It has a wide range of tools that any Microsoft user would be lucky to have.
