Tailwind CSS

Many places have different tools to use for CSS Frameworks, but none are quite as customizable as Tailwind CSS. Tailwind CSS is a tool that works in a way that is highly customizable for anyone to use, even those not versed in the ways of CSS. It has its own config.js file for a person to use to edit and make the general basis for any pages made with Tailwind. It also has a utility pattern, something called PurgeCSS , and of course, they advertise responsiveness to be made simpler using their program, so be sure to take a look at it.

Foundation

Next, we have Foundation. Foundation is another CSS framework that has an extensive collection of tools at a user's disposal. According to the sources, it is stated to have greater flexibility, components for the user interface and beyond, and a lot of training options for those uninitiated in the ways of CSS development with frameworks. Note that this page was made possible using Foundation.

Bulma

Now we have Bulma, which is said to be one of the easiest to use CSS framework programs that there is. It seems to have a very robust update schedule, and it generally it is just a simple tool for anyone to get their hands on and use if they are looking to use CSS frameworks. Out of all of the tools, this is the one that I see advertised the most, so it seems to be one of the best ones to choose.

Skeleton

Lastly we have a tool named Skeleton. Compared to all of the other tools, this one is lightweight. This one does not have as much code or necessary tools to use, however it does have a lot simpler accessibility for those looking for simpler experience. Ultimately, this is probably the best beginners tool if you are looking for something to start CSS framework development on, without going through the extensive process of having to understand more complicated tools such as the ones listed above.
